Karen provided a checklist, which I read, but deleted in reply to save
space.

I must have valid connections, since NetBEUI works. Won't work with
TCP/IP protocol, with or without NetBEUI also enabled. Works with
NetBEUI, but only if TCP/IP is removed. With TCP/IP, one computer shows
both computer icons in Network Neighborhood, other does not, depending on
which computer starts first.

I suspect it is a setting, rather than hardware issue, since network
works with NetBEUI. The fact that, with TCP/IP, which computer shows both
computers in Network Neighborhood depends on which computer starts first,
should mean something, but I do not know what.

With TCP/IP, tried MS driver, driver on floppy, and driver from
manufacturer's website, same result. Tried physically removing and
replacing both cards, same result. Tried exiting all unnecessary
programs, and then trying, same result. Tried various setting changes
suggested, such as specifying IP address, instead of finding IP address
automatically, same result. Various suggestions tried pinging just
verified indications in Network Neighborhood.

ADMtek 983B Ethernet card, Win98, both computers, hub.
