If you are using Win-XP, you have basic burning built in.
Most other OSs (older Windows for example), need third
party burning software...

As far as drivers, to "see" CDs and DVDs, you generally
do not need drivers for the same reasons above...

It really helps to be more specific about what OS your
computer is running to get a better answer...

There are some freeware burner programs that I have
not tried. (I use Nero, which is worth the money.)
