I've had PC's with this problem for years.  I've cloned PC's that did not have the problem on the original PC and the cloned PC had the problem and vice-versa.  The PC's were the same (Compaq's or IBM's) down to the BIOS version.  It's Windows - we just live it.  About ½ the computers that don't shutdown don't want to run scandisk so they shut down properly but did not bother to tell the user or shut themselves off.

I've been using W98 since it first came out. I'm now using W98SE.
There was a time when I had shutdown problems. I have added
many patches and fixes over the years including the standard
online Windows update. I have not had any shutdown problems
for a long time now. So, while it does occur, I don't think it has to
be a "way of life". I wish I could tell you what fixed mine.
