computer doesn't turn on sometimes

I hope someone can help me

I have a dual cpu tyger-motherboard 512 ram 3 hard drives and one cd-rw

if i restart my computer (soft or hard) it won't start up, i get a green
light and orange light on (power and HD) but nothing shows on screen and my
keyboard light isn't on. Only after i turn the power off and on  a few
times the computer will start up.

Whats going on here?
