Scanning in Safe Mode is a good idea. Try using ClamWin AV to supplement
your existing antivirus program. It isn't a realtime scanner like Norton and
many others are, but it is highly effective at on-demand scanning. It is
also free and open-source, having been originally written for Linux, then
ported to Win32 using Python as the common language. I carry a portable
version on my USB stick just for your situation. You might also want to
search for rootkits, which can hide from an antivirus program even in Safe
Mode. Sophos is a free rootkit detector that I still keep around.
