This brings up dozens of questions. (Here are a few.)

How are you measuring this? Downloads?,
Internal reports from your DSL modem?
Do you "ever" loose sync?

Do you have a site you can go to that is "always" fast?
I "used to get" Norton AV manual DEFS, and they
were in this catagory... (A place  you can check
while you "think" connection is running slow.)

Do you consider your phone line "clean" or dirty?

Is it weather related.
Time of day (or day of week) related?
Is there any "pattern" at all?

Some are actual questions, and some are asked as
areas to go and look into...
