Hi,

The why is because of voltages.

All CPU's have different voltages that they run at.  core voltage, I/O
voltage, etc.
If you put this older CPU into the newer board it will not work correctly
and You
run the risk of buning out the CPU, or the main board, or BOTH.

Now there are some 3rd party adapters oun on the market that allow the
newer FLIPCHIP CPU's
to be used in older PPGA boards, because the adapter compensates for the
voltage difference but I have not seen any that go the way you are looking
to go, that is PPGA CPU to flipchip board.
