 I use winproxy on my home setup (windows 9X). and also
at a small computer lab that I administer.
It is similar to wingate maybe just a tad easier to setup.
Windows 98SE also allows internet sharing over a network.
I have found it a little difficult to make all aspects of the internet
work thru a proxy ( ftp,chat, socks 4/5 , etc.) but for email and
general
internet surfing, it's pretty straight forward to setup.
  If you have a specific question, I'm sure someone on the list
can answer it for you.
