Hi Paul,
The washers are provided to insulate the
screw heads from the top of the motherboard
circuits to prevent accidental grounding of
some of the circuits.  They should be used
under the screw heads particularly if there
are very close board circuits near the
mounting hole. Screw heads vary in size
therefore the necessity of the washers.  Also
they provide a compression type locking of
the screws to prevent screws from loosening
over time from vibrations within the
computer,  ie floppy drive  , cd ,
fans etc.
