the only time I have had a problem with not seeing other computers in
a peer to peer setup was:

-no client for MS networks login
-workgroup name different
-protocals not the same, I have had to add netbeui many times on win
9x to "see" other computers (I know I know the books say you dont need
IPX & NetBeui both)
-bad cable
-bad NIC
-corrupted Windows system files

pretty much in that order.
