Yes.  Sometime a VERY handy person can oil the fan.
It is not too hard, but is only useful if the fan never made any noises.
Get instructions in you need them.
I would not run the machine with this problem as other parts of the PS might fail
and send large voltage surges into the computer. That could fry other parts.

Important warning.
SOME DELL power supplies did not follow the standard "pin-outs" of the ATX PS standard.
If you buy an over-the-counter generic replacement PS it "might?" damage your computer.
I would look into this before doing anything...
