Are you sure you formatted the computer incorrectly? without an operating
system loaded, (windows, 98, or whatever), it won't start, as there is
nothing there to run. By formatting, you have wiped everything off the drive
(or given that impression anyway), so there will be nothing to display when
the computer starts up.
Which operating system are you using?
I'll go as if you are using win98, just to give you a guide as to what to
do. (In this case, I'd reformat just to make sure it's done properly)
Turn the computer off.
Insert the win98 start up floppy disk.(If you haven't got one, you can
download one from www.bootdisk.com )
Start the computer up again.
You should get 3 options, choose 'start computer without CDROM support'
(enter)
You should get to the A:\ prompt, type:   FORMAT C /s (enter)
(space between the 'format' and 'C' and '/s' ;    /s tells it to copy the
system files over to the hard drive)
Follow the instructions, (it may take a while).
Towards the end, it may ask you for values, just press enter for none.
It will tell you when the format is complete.

Restart the system again with the floppy in the drive.
This time, choose 'start computer with cdrom support' (or words to that
effect) (enter)
This should now be pretty straight forward and all the CDrom drivers should
load.
When the computer gets to the A:\ prompt again, type:    E:  (enter)
Now there should be an E: prompt, type:   SETUP  (enter)
(make sure the windows CD is in the drive)
It should be plain sailing from there. Let the list know if you run into any
problems.
Most of all, dont panic.
