A network should have no effect on the speed of access to
a hard drive, especially if the network is not connected.

You must supply more information for anyone to help you with
this problem.  Such as:

  What is the operating system on each or both computers?

  Are you using third party software for the network or are you
  stictly using the operating system, such as Win95?

   Give us a little more detail so the answer is not too broad based.
