To separate hardware/software problems, run the printer self-test routine.
The manual should say something like: "Switch on power while holding down
line feed button".  (The test should run even if the printer is not
connected to a computer.)

If the self-test runs correctly, but output from a computer is lined out,
then the problem is in your software.
