 Hi,

sorry, unable to help with the actual problem, but have you tried the following keyboard shortcut to access the control panel?

CTRL+ESC will bring up the "start" menu at the extreme bottom left of the task bar. The topmost menu will be "highlighted"  

then use the "down" arrow key once and then the "right" arrow and navigate to "settings" (if i am right in win 98) then press "enter" and again navigate to control panel with arrow keys, and when control panel is highlighted press enter and you should get access.
