  Well, that was what I was seeing too.  The thing was that the BIOS could
provide access to the memory >64MB in a choice of two ways, and only one of
those was acceptible to Windows.  I changed the BIOS config to use the other
method, and now Windows could see the memory.  Presumably this config entry
has to do with how the BIOS sets up the "memory controller" component
of the system.
