Well you certainly seem to have covered all the bases! (checking
different drives, IRQs, etc.). You're problem certainly sounds like a
hardware conflict. Did you check for DMA or port conflicts? Usually floppy
controllers use IRQ6, DMA2 and I believe 0x3F2 for the port. Do you have any
hardware in your system that is NOT plug and play? (uses jumpers or has it's
own setting program) It is possible that you have a "legacy" device which
uses one or more of these resources but Win98 (and your BIOS) doesn't know
that. Often for these types of devices you have to go into your BIOS and
manually tell the system that those resources are being used. For example, I
have an ISA network card that is not plug and play but has no jumpers, I
have a program which configures the cards settings and Win95 has no idea
what those settings are until I tell it. Old scanner cards, SCSI cards, and
sound cards are all likely candidates. There is always the possibility
though that your controller isn't healthy, putting in a new controller and
replacing the cable would determine that, however in my experience that has
rarely been the case. Hope this helped, TTYL
