There are several things that make it so that the new 56k modems won't
work at their designed speeds.

1)      The phone lines in the building you are in
2)      The phone lines outside the building you are in
3)      The modem at your ISP
4)      The modem at the computer you are calling

Most 56k modems are only going to operate at 33.6 or 28.8; that is why I
have not bought one.
