      I get something that could be discribed like that in Win95a if I
"install" the wrong
monitor, the wrong video drivers, or try to run an un-supported screen
resolution
because of the above settings.
      Does Safe mode fix it? If so, look into all of the above.
I am assuming this is a "global" problem.
