Okay...

This can be solved in your CMOS settings. The sound card should be
set to either IRQ10 or IRQ5. IRQ9 or IRQ11 tend to make your card
unable to use the drivers.

Open back to the window in CMOS where you got these settings:

>PNP OS installed :yes
>Resources Controlled by :Auto
>Reset Configuration Data :Disabled
>ACPI I/O Device Node :Disabled

Change the Resource Controlled by: to Manual
Change Reset Configuration Data: to Enabled

Now, set each PCI slot to the IRQ you wish that device
to use:

Slot 1 (video card) IRQ9
Slot 2 (sound card) IRQ5 or IRQ10
Slot 3 (modem) IRQ3

Windows 98 should reset the IRQs in Device Manager to match these
settings, (it is rare when it doesn't). If they do not change and you
cannot modify them, then delete the drivers and reboot. Win98 will
reinstall the drivers to match the settings in your CMOS.

I hope this solves your issues.
