OK, let's see George...

We need background.  Is it a recent upgrade or replacement of MOBO,
cables, BIOS flashed, or new machine?  Exactly which machine is it
again?
OS and peripherals?  What system info says about your serial ports,
where/how is your modem setup, what is enabled in the BIOS?

Of course check seating of connectors to MOBO.  Check inside cable for
bent pins (unlikely since both  ports have the problem).

Anybody else feel free to jump in.  My uninformed opinion at this point
is maybe wrong cables (from another MOBO) being used.
