If you have a known good boot floppy, and the CMOS is set to boot from A first,
but it won't, then I suspect that the mobo port went bad. Infant mortality,
since you say it is a new mobo, and a new floppy drive has been tried.

One thing to try is to disconnect your hard disk, making floppy the only boot
option. If you get a boot failure, then there is nothing wrong (likely) with
your Windows installation, but it is a hardware problem. I assume the mobo is
under warranty, take it back.
