Well...
I don't know of any way to put an after-market video card in a laptop -
you might be out of luck there.  Laptops aren't very upgradable in that
area.
As for what a 3D Accelerator is - for all intents and purposes
now-a-days, it is the same as a Video Card (3D Video Card).  For some
time, there were extra cards you could add to a system with a "regular"
video card that would provide 3D functionality, but they have pretty
much gone by the wayside.  (This, of course, applies to desktop systems).
