I believe the "tech" is referring to the Spiral Death Syndrome suffered by
many 28.8kbps Sportster modems. What would happen is if you had V42 enabled,
eventually, ranging from 1 minute to never, the connection would just stop,
no data traveled and the only way to get it going again was to disconnect
and connect again. This only affected USRs connecting to USRs. Quite frankly
this problem was quite short lived and was fixed without question by USR (I
know, I went through the syndrome). The temporary solution was to disable
V42 (although later another temporary fix was introduced which I don't
remember and never used since USR had already replaced my modem). This tech
is just using this incident as "ammo", it no longer has any relevance.

My suggestion, try a different ISP. When there is a connection problem
there is either a bug in your modem connecting or their modem, since your
modem works fine connecting elsewhere I am willing to bet it is their modem.
I went through something like this with my ISP recently, my 33.6 USR won't
connect to their modem pool, turned out that they had "updated" their
modem's firmware and it didn't comply with V34+ fully, they fixed it a few
days later. Hope this helped, TTYL
