I've been there and done that!!  I spent three weeks reinstalling my OS
(Windows 98) and tweaking over and over with no success.  FINALLY I realized
that the FIC 503+ has a glitch with the VIA chipset and the IRQ addressing.  If
you go to their web site, you can download the "patch" which does correct this
problem.  http://www.fic.com.tw

Of course, I think this patch is only for Windows 95/98 and you didn't mention
the OS you are using, but hopefully this is the problem.
