You formatted the hard disk drive with
FAT16 (traditional FAT) (16-bit FAT, which don't support partitions bigger
than 2 GB (1.99 GB under Windows). You MUST use FAT32 (32-bit FAT) to have a partition over 2 GB.

Warning:
FAT32 *REQUIRES* at least Windows 95 OSR2 (operating system revision 2/
OEM service release 2)(Windows 95 that is OEM and comes with PCs made in 1997, 1998 or 1999), Windows 98 or later.
