What do you mean won't work?  When you plug in the box to an external USB port Windows doesn't give you a new hardware screen and install the software for it?  You don't see it in device manager?  Do you mean when you have whatever you have plugged in to it those devices don't run?  Have you used the AC adapter.  Or, is this a PCI card rather than an external box?  I can't tell from your posting what it is or what you have plugged in.  Which OS are you using?  Win 95 before OSR 2 does not suppport USB.
