I found that the AMI Bios will generate a beep-code of 1 long and 3
short when there is a memory problem.  Try reseating the memory
chips, or replacing them for new ones.  The store should be able to
do this for you very easily.

On further looking at the Google results, another site points to the
possibility that the video card is faulty.  That may be another
direction to look in.

Also, please be aware that just turning off your computer while there
are "power problems" (surges, fluctuations etc) doesn't really
protect you.  The machine is still physically connected to the power
source and is, in fact, still drawing power from that source.  Your
solution of a UPS will solve that problem though.
