Can't use CD-ROM in Windows 3.11

Can read data and play audio in dos.
however, in windows 3.11  the CD-ROM is available,
but will not read anything.  get no disc present or
cannot read errors.  the machine is a packard bell
4 _ _ CD or something like that old... kind of old.
running ez bios on the hard drive.  any thoughts will
be appreciated...
