Backup!  Then...
For Windows NT/2000/XP use Disk Administrator; it's part of the OS package.
For other Windows you'll need a software program such as PowerQuests
Partition Magic.  There are some freeware out there (I haven't tried them)
such as http://zeleps.com/.
