  The router needs to be configured to forward the ports VNC uses to the
PC's private address.  Then you can point your client at the router's public
address and connect.

  Exactly how you forward the ports will depend on the make and model of
router.  Some may make this pretty easy; a few can't do it at all.  At least
one manufacturer calls this feature "DMZ" even though it doesn't resemble a
real firewall DMZ.
