Next time remove the CPU Cooler, turn on the computer. leave it on for like
5 to 10 secs (not too long though!)
Long enough that some heat should be generated. If there is heat coming from
the CPU, then chances are its
good, if no heat then its likely that CPU might be bad.

Also check to see if something is grounding out the motherboard.
