Are all ISA modems hardware modems?

Hello Everyone.

I found the Diamond SupraMax 56k V.90 ISA modem for $18 at a website. At
this price, I can't believe that this is not a windows only modem, but I
can't find any definitive info on it. Can someone tell me for sure whether
it's a "winmodem" or hardware modem.

I always thought all ISA modems were hardware modems, but I haven't been
keeping up with the technology lately. Can someone tell me if this is true?
