Since the air flow is from the front of case over the motherboard, drives,
etc and into the power supply and out the back for most PC's (though I hear
ATX  ps blow into the case) adding a filter over the fan would only slow
down the air  trying to exit and increase heat build up.

Adding filters to intakes on the case might be warranted if the computer is
in an environment with lots of cats, dogs, and people shedding. But it
would also reduce the air volume going through the "real" intakes and
increase the flow through all the gaps that are part of the case (like
where drives poke out, the cards on the back side, the edge of the case,
etc) and negate the filter. I tried the filter route once and ended up with
enough noise from whistling from air rushing through the gaps to be real
annoying.

The best solution in my experience is to keep the PC off the floor and
"dust" the inside when ever you open the case and do it at least once a year.
