It is more likely the modem is gone bad (or DOA).  You could try to dial a
number that you can confirm 100%, the best is your own mobile number, that
if the modem works, your phone will ring, otherwise, change a modme.

Sometimes, you may try different PCI slot if it is a PCI modem.

In case it is a USB modem, you may need to reboot after driver installed, in
order to get modem to work.
