I am having problems with my modem.

It is a GVC modem on Com Port 2 and when I start up the modem 'locks' into the ON position. The only way I can 'unlock' it is to start my Supevoice programme or I can go to modem properties and click on 'more information'. If I leave the modem turned on the system will install another modem. 

I ran Modem Doctor and it indicated that there was a modem on Com Port 1 when in actual fact I had uninstalled the modem and Device Manager was showing none.

With the modem uninstalled I reboot and the modem will 'lock ' on and again the other procedures 'unlock' it even though it is not registering anywhere in the system.

I am currently running Windows ME and prior to this I was running Windows 98 and the problem existed there as well.

What do you think would be the problem and how do I solve it?
