  The Belarc advisor is querying configuration information about the chip to
determine the rated and configured speed.  The properties page is estimating
the processor speed, based on a much less thorough querying process, and
much more upon performance of some known piece of code against the state of
CPUs at the time this OS release was under development.  (This isn't a
critical piece of functionality in the OS, so there's nobody who updates it
whenever Intel comes out with a new CPU model.)
