Hello Melissa:
Had basically the same problem with my modem. Drove the ISP in the area nuts.
It was a WinModem. I have just replaced it and have not had another problem.
My connection speed increased to 50666. Before it was 19200 up 42000, but
would not download any faster than 1.2 now with the new modem get in at 5.1
or better. can't believe the differences.
