What you need to enable is called Internet Connection Sharing in
order to "host" the internet connection.  This can be done on either
(not both) the Win98se machine or the XP machine, as it is natively a
part of both systems.  You may want to look at
http://www.annoyances.org/exec/show/ics for more information.
With that said, I would HIGHLY recommend that you obtain a router for
your DSL connection  instead of using the built-in Internet
Connection Sharing.  Routers are not that costly, and will enable you
to use either machine even if the other one is off (the router
becomes your "host" for the internet connection sharing).
