I've done several replacement OS's and I start out with a great program (free)  that can make up to 7 passes and cleans the whole drive. I usually stop it after 3 or 4 passes because the new OS install will format as well. TRY it!  go to

This one seems a sensible solution, on the assumption that you have a worst
case scenario which is you don't have an optical drive in your computer
