A couple of things come to mind to check out.  If your case has any sort of
documentation that either came with it or is available online, you might
want to compare this to the documentation that came with your motherboard
and make sure that the pin layout is matching up properly.  If the cable
from the front ports on your case uses a single integrated plug, you may not
be able to do much, if the pins aren't following the same layout.  However,
many of these cables have individual connectors for each wire, which is pain
to try to get plugged in, but you can always be sure of getting a proper
match this way (eventually).

You might also want to look in your BIOS to see if there is an option to
enable/disable some of your USB connections.  Perhaps there is something
here that needs to be "turned on".

Though, as I reread your post, it sounds like you are tried to use the
motherboard connectors, which have already worked with your rear slot ports,
with your front case ports, and this would seem to rule this BIOS option
idea out.
