Actually, it could be any nuber of things, the monitor problem may
or not have anything to so with it.
Starting with this Microsoft Knowledge base page, and following the
troubleshooting link, you might be able to determine the cause and
fix it:

Actually you can't format a drive that's in use. You'll need to get a
WinME boot disk (from freepctech.com) and boot with that. You'll
be able to run fdisk and/or format from the a:\ drive. A quick list of
commands for DOS is found at
