  It seems that what you haven't changed is the floppy controller
itself.  On a typical 486 system, this would be on a board with the
IDE controller and serial and parallel ports.
  Replacing this card isn't hard, but the replacement will run
something close to the current value of the whole system unit!  (~$35)
