CD writers are problematic in Windows98.   I  too have been on a quest to solve
an issue with it randomly accessing blank CDs in the drive.  I use a JVC CD writer.

Part of your problem maybe that you have installed Win98 over the top of your
old Win95.  This is known to create a great deal of issues due to the way it
deals with existing DLL files during the upgrade.

The first thing you should try is to reinstall your CD Writer software.   This software
does two things for your CD writer, first it installs a driver to "read" CDs and then
the driver to "write" CDs.   This is necessary for the CD-R drive to function.

Ultimatly, I would tell you that you will need to format your hard drive and fresh
install Windows98 and then install your CD-R software...  along with the latest
patches available from the software manufacturer.   Generally, this is the cure
of problematic CD-R drives and Windows98.
