I think this registry key is wrong. It hink this one refers to logon screen (the one that displays the users) not the boot-up wallpaper. Try changing the value on the Wallpaper key on the same address (HKEY_USERS\.DEFAULT\Control Panel\Desktop). Try to put the pathname of the picture you want to be the boot-up wallpaper on the value field.

Buried deep in my registry for WinXP-ProSP2 is a key
that sets my "Windows Security Desktop Wallpaper"
(That is the Wallpaper you first see when the computer
first Boots and you see my Win2000 style log-on dialog box.)
It has always been set to be different than my Windows DeskTop
wallpaper/background... I think I cleaned up a lot of graphic files
and "blew this one away" in the process...
I could go and find a program to set it and record a reg file and
read where it is, but I was hoping someone knows already and
can post the location of that key... TIA
