Hi Matt!

I'm a novice, but that's OK, because sometimes the simple answer does it.
Can you haul the slow computer over to where the fast computer is, and
connect it to the phone line that is now going into your fast computer?
Perhaps you have a bad phone cable/jack.  (I know, it's simplistic, but you
didn't say you had tried that, and you never know . . . )
