Here's what I found in the Knowledge Base on this problem. I think it might
also be caused if the installation program is trying to use a directory
other
than the TEMP or Windows\TEMP directory and cannot find it.

SYMPTOMS
========
When you try to install a program that uses InstallShield, you may receive
the following error message:
The Decompression of %s failed. There may not be enough free disk space.
Also, you may receive this error message even if you have sufficient free
disk space on the destination drive.
CAUSE
=====
This issue can occur if your Windows\TEMP folder is damaged.
RESOLUTION
==========
To resolve this issue, perform the following steps one at a time, testing to
determine if the issue is resolved after each step, and if it is, do not
perform the remaining steps:
1. Rename the Windows\TEMP folder to OLDTEMP, and then create a new
Windows\TEMP folder. To rename a file or folder, right-click the
file or folder, type the new name, and then press ENTER. To create
a new folder in the Windows folder, open the Windows folder,
right-click in the Windows folder, point to New,
click Folder, type the new folder name, and then press ENTER.
2. If a TEMP folder exists in the root folder of drive C, rename it to
OLDTEMP. If a TEMP folder does not exist in the root folder of
drive C, make a TEMP folder in the root folder of drive C.
