  The "Default Monitor" means that Windows can't determine the frequency 
capabilities of the display -- which are of dubious relevance with a flat 
panel such as on a laptop.
  The number of colours is determined by the *video adaptor*, and the 
limitation to 16 colours indicates that Windows has supplied the default VGA 
video driver; you need to locate and download and install the video driver 
for the CPi -- I bet you can find the driver on Dell's web site.
