Most USB 2 devices are backward compatible, but you should check with the manufacturer of the device and with Dell to be sure.  The CD burner will be slower on USB 1.1 than it would on USB 2, but should work.  Be sure to check, though. Some USB devices don't do so hot on hubs, especially printers.  I use a hub on my IBM A21m with PIII 800 Mhz, and most stuff runs OK on it.  It's USB 1.1.
