Boot to a Windows Startup disk, switch to the Windows directory and run
"scanreg /fix" (without the quotes).

This will sometimes recover a badly corrupted registry.

Also, from DOS you can run scanreg and check to see how many registry
backups are available. If the /fix option doesn't work, you may be able to
restore an earlier backup and get the machine up.
